At best this guy had been controlling his Persona, and was still causing wanton destruction. How was Makoto to know that he was scoping the place out.

He's not particularly dispensed to keep attacking this guy, but it does seem a bit ridiculous that Makoto was just supposed to see a Persona tearing apart Shinjuku and not worry that innocent people were getting hurt.
