This is a matter of urgency.
Do you, or do you not, believe that Featherman is relevant enough in the collective cognition to manifest as Personas?
It stands to reason that it's possible, doesn't it? It's a long-lasting tokusatsu franchise that has touched the hearts and minds of children across generations.
There are some Personas with utterly abhorrent forms. Completely obscene, even.
Ergo, I don't think it's too much to ask for a Persona based on heroic symbols of justice.

I know in Mementos, Mona can turn into a bus because of people's cognitions of cats turning into buses, so I assume it's kind of the same idea.

In the TV world, we gain Personas through Shuffle Times, and the Shadows don't look so similar to Personas.
Then again, we never tried stripping away their masks before.

Namely, model weapons function similarly to the Metaverse due to the world's cognitive nature. I've also noticed that those with Metaverse attire typically keep it, at least here, and their masks fulfill a similar purpose as the glasses.

Otherwise, it shouldn't be too difficult for an experienced Persona user. There are no safe rooms, though, so it may warrant bringing some Goho-M's to be safe.
